ARMSTRONG – 5 Blounts Road, Stockland Green (Non-Corporation House)
December 8th 1930
Arrears £12.17.11d
The Bank Committee, in September 1929, passed a resolution instructing the Town Clerk to institute proceedings against this mortgagor and the arrears were subsequently discharged.
In August last action was only suspended owing to the illness of the mortgagor, when a substantial payment was made on account.
No payment has been made since 8th September, however, nor any explanation tendered for non-repayment. The mortgagor was notified that unless the arrears were discharged by the 29th November he would leave no alternative but for the Town Clerk to be instructed to institute proceedings for possession.
A letter was received from the mortgagor on the 1st December promising to put the account in order by December 2nd, but the arrears have not been discharged.
February 9th 1931
Arrears £5.8.11d
This mortgagor has been a source of trouble regarding his repayments and usually puts his account in order when threatened. He has failed to discharge the arrears, as requested, and as a further payment has become due action should now be taken.
[The Town Clerk was instructed to take proceedings for the recovery of the arrears and if necessary to obtain possession of the property.]
May 11th 1931
Arrears £5.8.11d
Several letters have been written to this mortgagor on the question of arrears and he has also been dealt with by the Town Clerk (September 1929). In February last the Bank Committee again passed a resolution instructing the Town Clerk to take proceedings but the arrears were discharged. The mortgagor has called at the Bank and had the repayments very fully explained to him and it appears he will not take the trouble to conform to the conditions of his mortgage. The arrears include a payment of ground rent by the Bank.
[The Town Clerk was instructed to take proceedings for the recovery of the arrears and if necessary to obtain possession of the property.]
October 12th 1931
This mortgagor has been a source of trouble regarding his arrears and has previously been in the hands of the Town Clerk. A letter has been received promising to discharge the arrears by the 11th October, and action is necessary should he fail to do so.
December 14th 1931
This mortgagor has been a source of trouble regarding arrears: he has been written to on numerous occasions and was in the hands of the Town Clerk in 1929. Some considerable time ago the mortgagor was interviewed with regard to his account but he does not appear to realise his responsibilities.
[The Town Clerk was instructed to take proceedings for the recovery of the arrears and if necessary to obtain possession of the property.]
March 14th 1932
Mortgagor takes no notice of the requests of the Bank to discharge the arrears. There is no alternative but for action to be taken which will no doubt result in the account being put in order.
[The Town Clerk was instructed to take proceedings for the recovery of the arrears and if necessary to obtain possession of the property.]

The mortgagor called on the Bank in reply to this letter and stated that he was out of employment and was not in a position to make any offer for discharging the arrears. He was notified that his case would come before the Committee on Monday, 8th December, and in the meantime was requested to put his position in writing. The question of arrears in respect of this mortgage was before the House Purchase Sub-Committee in December last when it was decided to allow the account to remain in abeyance until the 20th January to give the mortgagor an opportunity of putting the account in order.
A payment of £4.10.0d was made on the 20th January and a further payment became due when it was decided to call upon the mortgagor to discharge the arrears by the 14th February.
A letter is submitted from the mortgagor in which he states that he has done his best and will see to the payment of the arrears as soon as possible, but hat if the offer is not acceptable he would have to sell the house in order to discharge the Bank’s mortgage. He stated that he was still out of employment and had been for 15 months and was in receipt of no dole nor any income.
Mr Councillor Cooper has been consulted and the case is referred back to the House Purchase Sub-Committee for consideration.
