The authority for Birmingham Corporation to 'establish and maintain a savings bank' was contained in the Birmingham Corporation Act, 1919. Additional legislation was passed in 1929, 1935, and 1936. Extracts from these Acts as applicable to the Bank are reproduced at:

The 1919 Legislation specified  that the 'bank shall be carried on in accordance with such regulations as the Treasury or the Corporation, with the approval of the Treasury may prescribe'. Details of the Bank's Regulations are reproduced at:

The legislation that applied from 1919 to 1976 was superseded by the National Exhibition Centre and Birmingham Municipal Bank Act 1976, which gave affect to the Bank's transfer to TSB status under the Trustee Savings Banks Act 1969. This legislation facilitated the creation of the Birmingham Municipal Trustee Savings Bank on April 1st 1976.
